Former Radnor Officer's Termination Upheld

Former Sergeant Jamie Campbell was fired last year for "conduct unbecoming an officer."

Former Radnor Police Sgt. Jamie Campbell's 2012 termination from the force has been upheld by an independent arbitrator.

Last June, Campbell was fired for "conduct unbecoming an officer." The decision denying his grievance was emailed Tuesday morning.

Arbitrator Walt De Treux writes in his July 8 decision that Radnor Township offered sufficient evidence to show that Campbell “violated various department rules and regulations relating to conduct of an officer off duty, Conduct Unbecoming an Officer, conduct toward the public, and truthfulness and false statements.”

"The arbitrator validated what I already knew," said Radnor superintendent William Colarulo.

Two instances are referenced in the decision.

Campbell agreed to sell a car to an 18-year-old man without telling him that he did not own the car. It belonged to his brother, who had sold it to someone else. So Campbell “embarked on a year-long series of false statements” to the teenager. The township introduced into evidence more than 100 text messages between Campbell and the teen spanning a year.

The second incident regards a local room for rent. According to the arbitrator’s decision, Campbell placed an ad on Craigslist.com in April, 2012 as a professional looking for a place to rent. The woman renting a room said he used the name “Josh Campbell” and said the room was for himself as he was going through a divorce.

Campbell says that he told the woman he was renting the room for a relative. According to the document, he had been looking for an apartment for his brother, and the arbitrator writes that Campbell’s lies in that case are “unnecessary.”

In both the car sale and the apartment rental, the arbitrator writes that Campbell “engaged in a series of lies and misrepresentations upon which people relied.”

He writes that Campbell’s “deceitful conduct” reflects badly on him, but also impacted Radnor Police Department.

According to a source, Campbell is receiving unemployment benefits and has applied for an extension to those benefits.
