Voters will answer four ballot questions in the May 21 Primary.

Ballot questions about Radnor Township's Charter may bring out more voters to an off-year Primary Election on May 21.

Voters will provide yes or no answers to four questions, which will contain within them multiple questions.

Radnor solicitor John Rice said he doesn't think any of them are "major changes" in way the township gets things done.

Here are the questions:

Home Rule Proposal 1

Shall the Radnor Township Home Rule Charter be amended to: 1) require that all township records and reports be prominently posted on the Township's website, and to permit individual Commissioners to add items to the Board agenda; 2) provide that new ward lines be drawn within 10 months after each Decennial U.S. Census Report; 3) establish a Vacancy Board to fill vacancies in the Office of Commissioner; and 4) provide for suspension or removal of at-will department heads and township employees by the Township Manager, subject to Board approval.

Home Rule Proposal 2

Shall the Radnor Township Home Rule Charter be amended to: 1) provide that the elected Township Treasurer shall have general oversight of receipts, disbursements and tax collection in the township; 2) provide the Treasurer with additional authority to access all financial accounts and reports upon request and be permitted to make oral presentations and an annual written report to the Township Board of Commissioners and Township residents concerning any irregularities, deficiencies, abuse or illegal acts pertaining to the overall finances of the Township; and 3) provide for a revised surcharge procedure with specific authority to file any surcharge amount in the Delaware County Office of Judicial Support.

Home Rule Proposal 3

Shall the Radnor Township Home Rule Charter be amended to: 1) revise the procedure for a proposed, recommended and adopted comprehensive budget, consisting of a proposed operating budget and proposed three-year capital program following generally accepted accounting principles; 2) establish a new timeline for adoption of the comprehensive budget, including public notice and public hearing requirements; and 3) provide for a quarterly budget review by the Township Manager.

Home Rule Proposal 4

Shall the Radnor Township Home Rule Charter be amended to: 1) revise the contract procedure to authorize the Township Manager to approve contracts involving expenditures not exceeding $7,500; 2) require expenditures exceeding $7,500 to be approved publicly by the Board of Commissioners; 3) require public advertising and public bidding procedures be met for expenditures of $25,000 and above; and 4) provide for a procedure to permit emergency expenditures without the Board of Commissioners' prior approval and to permit the future adjustment of the dollar limitations for expenditures to reflect inflation upon an affirmative vote of two-thirds of the Commissioners.
